The Shiji records his accusation with the phrase 首鼠两端. Early commentary glosses 首鼠 as moving “one step forward, one step back,” while modern dictionaries define the idiom more generally as hesitation between two positions. The familiar image of a rat edging in and out of a burrow is one later explanation of the phrase, not an image stated in the Shiji itself.
Its modern sense — hesitating between two positions instead of committing to either — is a different shape of Rat idiom from 1900’s 投鼠忌器. That one is about a difficult choice made under a real constraint: you want to hit the rat but the vase is in the way. 首鼠两端 isn’t about a constraint at all — it’s about a chance to choose that goes unused, over and over, until the moment passes. This is presented as a documented piece of classical language, not a description of anyone born in a Rat year.
